Seems like good marketing to me. City of Heroes did something similar with its pre release, and it shouldn't be game impacting.
Its strange they're promoting pre orders when the games not even in beta, though.

It's called a promotional offer to try to create intrest in a product, most successfull companies do it.
Ok...So you get jboots for one of your chars, with your starter kit. So i'm assuming you get a starter kit with every new char you make. So..First char you make, bam theres your jboots. 2 secs later you realize you dont like him, woops too fucking bad. Need to be able to choose the char you want the Jboots on.
