Actually, a hard on is when your penile muscles and tissue are relaxed, allowing bloodflow and a raging boner effect. It's when you're limp that your special muscles are tense and holding back bloodflow.

A good explanation would be "Water Retention"

When a chick gets fat on her period she tends to blame it on her "water retention".

It also gets used in customer service situations as a term for "Retaining the customer". Keeping the customer satisfied with your specific service. Shit like that.
