Think it depends on what the nature of their relationship was, and how close a friend he was to your friend.
Moving in after a serious romantic relationship with a good friend that you truly cared for would probably be a bad thing (unless you wanted a serious romantic relationship also).
If the two were more or less just screwing around (2-3 months makes this sound at least likely) and the two guys weren't particularly close friends - just buddies, it's a different story... imo.

Well, I wouldn't say that they were in love, but they were working in that direction. They hadn't been together long enough to be love. Jose was with her like...2 or 3 months ish.

My girlfriend is a widow. Her husband was best friends with one of my friends, and a whole bunch of aqaintences(wtf sp). But I never knew him. There were times in the beginning that were fairly uncomfortable, and I never asked for anyone's "approval" because all that mattered to me was what she thought. However, we were together maybe 2 months when the congruent friend said he was happy she was with me. Of course, I wasn't just looking for some ass.
If all your friend is looking for is some play, gtfo. There's plenty of action without going there. But if they dig each other, it's cool. That's how I see it anyway.

If he was looking down, he would probably be happy that his friend was hooking up with someone he was interested in. If they get together and have a good relationship then Jose would be comforted in knowing that his death had a purpose, and that said lady would be happy and well taken care of.

Also a good point.
I can understand feeling uncomfortable in the beginning - but at least you didn't go out of your way to get approval.
The way I see it, having a relationship with a widow / widower is no one's business but the two people involved.
That's a completely different situation than if a couple break up after having been in a serious relationship and either he or she asks her friends not to chase the person they broke up with.
If one of my friends happens to kick the bucket and his wife/girlfriend/whatever wants to hook up with me some months down the road. Yeah, I'd be a little uncomfortable about it at first - but I'm sure it's something that I could get over with time.

If my best friend ever told me he doesn't want me dating one of his former girlfriends...I'd laugh in his face.
It doesn't cut it in my eyes. If the woman is going to be happy with me, to hell with his "wishes". He had his time/chance/swing, he either blew it, or called it off by himself.
